Roscoe is not in Season 2 because of one simple reason, the character is not part of the Jack Reacher stories after Killing Floor, the book adapted by the first season. The second season adapts the book Bad Luck and Trouble and future seasons will adapt more stories, all of which do not feature Roscoe in any capacity.

Roscoe’s absence and exit from the series after the first season was not a shock to the actress behind her, Willa Fitzgerald, who revealed in an interview with Digital Spy that she was always aware that her character would only have a story arc for one season.
